Regional Manager - North Qld (Thoroughbreds & Greyhounds)

The Thoroughbred and Greyhound teams are responsible for maintaining the integrity, compliance, and reputation of racing in Queensland.

Your role will be in the Thoroughbreds team, which delivers stewarding services, manages race day operations, and oversees the performance of race day officials to ensure fair and transparent racing practices. The team are required to work at racetracks throughout Queensland, and conditions can be adverse at times.

Your Role

You will lead thoroughbred racing operations across the North Region and provide support for greyhound racing in the region. Extensive knowledge of thoroughbred and greyhound racing integrity, stewarding operations, and stakeholder management.

What you will be doing

• Lead and coordinate stewarding functions across the North Region, providing high-level support to the Chief Stewards, Deputy Chief Stewards for Thoroughbreds and Greyhounds across North Queensland.
• Manage regional rostering, staffing, equipment allocation and swabbing resources.
• Provide regional management support to Queensland Racing and Integrity Commission (QRIC) staff operating within the North Region under a matrix management model.
• Ensure the consistent and competent administration of the Thoroughbred and Greyhounds Rules of Racing by regional staff.
• Attend race meetings, trials, jump-outs, trackwork and stable and kennel inspections as required.
• Chair race meetings and inquiries as delegated.
• Ensure regional staff have the systems, tools and resources required to perform effectively.
• Oversee equine and canine welfare services, including inspections and audits, in collaboration with the Compliance Assurance Team.
• Drive processes and systems to detect race fixing and wagering anomalies.
• Lead and manage regional staff, administration and facilities.
• Represent QRIC across North Queensland and maintain productive relationships with racing clubs and industry stakeholders.
• Provide authoritative advice and information on the North Queensland racing industry to internal stakeholders across QRIC.
• Ensure Workplace Health and Safety obligations are met for staff.

You will bring extensive racing industry knowledge, strong leadership capability, and sound judgement to support the integrity and effective operation of thoroughbred and greyhound racing across North Queensland. You will have the ability to lead and support regional staff, manage competing operational priorities, and ensure the consistent application of the Rules of Racing.

To be successful in this role you will have the following key capabilities:

• Demonstrated experience chairing race meetings and conducting related inquiries.
• Proven knowledge and practical application of the Australian Rules of Racing and Queensland Local Rules of Racing for Thoroughbreds.
• Extensive experience in stewarding operations and decision-making.
• Demonstrated leadership experience, with the ability to manage staff and support high-performance team outcomes.
• Excellent communication and interpersonal skills, with the ability to engage effectively with licensed participants, racing clubs, industry stakeholders and media representatives.
• Sound understanding of relevant legislation, regulatory processes and appeals frameworks.
• Proven ability to prepare and prosecute matters before Appeals Panels.
• Strong analytical, problem-solving and decision-making skills.
• High-level computer literacy, including Microsoft Word and Excel and other software as required.
• Demonstrated commitment to integrity, professional standards and ethical leadership.

Who we are

QRIC exists to safeguard animal welfare, fairness, and the integrity of Queensland’s racing industry. QRIC is primarily responsible for overseeing the integrity of race meetings across Queensland including stewardship of all races, licensing race day participants, the provision of veterinary services, industry education (nurturing voluntary compliance) and race day sampling. QRIC exercises its investigative authority conducting race day (in competition) as well as intelligence led enforcement and investigations with racing industry participants who may be non-compliant with the Rules of Racing or breach Licensing Standards. Substance testing is also undertaken as part of the prohibited substance control strategy through the Racing Science Centre. QRIC staff ensure the integrity of every race meeting in Queensland through stewardship over the running of race meetings, the provision of veterinary services and race day sampling. Mandatory checks

• To be appointed to the role, you must be an Australian citizen, have permanent residency status or a visa permitting you to work in Australia. You are required to notify QRIC if your right to work in Australia ceases.
• Newly appointed public service employees must disclose any employment as a lobbyist in the previous two years within one month of starting.
• Flexible work arrangements will be considered for the advertised role.
• A three-month probationary period applies to successful candidates external to public sector.
• May be required to work on weekends and extended hours when reasonably required.
• Complete a conflict-of-interest form.
• Subjected to a mandatory gambling restrictions policy which prohibits any gambling on the racing events throughout Australia and internationally and must declare and disclose all gambling accounts.
