The Queensland Racing Integrity Commission (QRIC or the Commission) is an independent statutory body which oversees the integrity and welfare standards of racing animals and participants in Queensland.  The QRIC was established by the Racing Integrity Act 2016 and began operation on 1 July 2016.  The Commission reports to the Minister for Racing and is accountable to the Queensland Government under the Financial Accountability Act 2009.

The Commission works in partnership with the industry to monitor racing activities, uphold the Rules of Racing and safeguard the welfare of racing animals to ensure that everyone has the opportunity to compete on an even playing field.  The Commission exists to contribute to the ongoing success of the racing industry in Queensland.

 Our purpose

The QRIC provides an intelligence, investigation, educative, scientific and technical investigations and regulatory compliance framework aimed at ensuring the integrity of all persons involved with the Queensland racing industry; safeguarding the welfare of all animals involved in racing; and maintaining public confidence in the racing of animals in Queensland. Its purpose extends to assessing and issuing of licences related to animals and participants that are suitable to be licensed for a code of racing.

Role Responsibility and Accountabilities

The Senior Stipendiary Steward reports to the Deputy Chief Stipendiary Steward, and the role participates in the delivery of stewarding operations for racing in Queensland.

This position is responsible for directing and managing race day officials at race meetings.   Race day officials include: (judges, starters, clerk of scales, sample collection officials, veterinarians and barrier staff.)

The position requires strong communication and relationship management capabilities, to work collaboratively with internal and external stakeholders.

• Direct and manage prominent race day operations specific to Thoroughbred racing, ensuring they are effective, high quality, and meet regulatory requirements and community expectations.
• Officiate at prominent and high profile/high risk race meetings and participate as a panel member in the resolution of race meeting issues.
• Manage race day preparation/activities including research & intelligence work, analysing betting trends, trial and trace work sampling, audit, inspections, and testing.
• Lead and manage the development of Cadets as their line manager, coach and mentor other junior staff.
• Provide expert advice to QRIC management on issues relevant to stewarding operations.
• Assist at appeal hearings by providing evidence and advice, as subject matter experts.
• Assist the Chief and Deputy Chief Stipendiary Stewards in the implementation of changes relating to racing operations.
• Implement and work within the Rules of Racing and the Commission’s policies and procedures.
• Partner and collaborate with the Commission’s intelligence and investigative teams.
• Report all non-compliance issues in accordance with QRIC requirements.
• Demonstrate ethical behaviour and integrity as required by the Public Sector Ethics Act 1994.
• Communicate effectively with stakeholders, government departments, private entities and the general public.
• Contribute to the safety culture of QRIC by reporting all incidents and hazards and ensuring work is undertaken in the safest way possible, following all WHS legislation, policies, procedures and guidelines.

 Special Requirements and Working Conditions

• The position is required to attend race meetings at various racing venues throughout the State. Due to the timing of race meetings, evening, weekend and public holiday work will be required.
• This position will require the employee to comply with swabbing procedures established by the QRIC and this will involve the handling of animal and human urine and blood samples.
• Presentation on course must be in keeping with the position.
• A current driver’s licence is required.
• Interstate and Intrastate travel may be a requirement
• Candidates will be subject to a criminal history check and/or probity check during the selection process. The recommended applicant will be required to disclose any previous serious disciplinary action.
• Employees of the Queensland Racing Integrity Commission will be required to sign a conflict of interest form. You may be precluded from consideration for this position if any private interest or relationship constitutes a conflict of interest under the Conflict of Interest Policy, guideline and procedures that cannot be reasonably managed.
• Employees of the Queensland Racing Integrity Commission are precluded from betting on all sporting events within Australia throughout the period of their employment.

The employment conditions are set out in the Contract of Employment. Remuneration commensurate with role and responsibilities is available. Successful applicants will be required to declare their financial and non-financial interests which will be published.

 Additional information

• A three month probationary period will apply to successful candidates external to the public sector.
• Newly appointed stewards are obliged to disclose within one month of starting duty, a disclosure of employment as a lobbyist in the previous two years.
